Public organizations must be guided by the satisfaction of the public interest while observing formally defined sets of rules that create specific management realities which are quite different from the ones familiar to private organizations. CISED Consultores has extensive experience in applying quantitative based methods on the structuring of complex problems that are specific to these organizations.

In recent years, CISED carried out multi-criteria decision support analyses pertaining  investments in new rail infrastructure, both conventional and high speed. It also developed  suppliers’ qualification systems for the public sector as well as suppliers’ performance evaluation systems.

For the European Commission, CISED participated in a Union-wide Cohesion Fund ex-post project evaluation, concerning the 1994-2002 period; as well as a feasibility study  for the creation of a EURES partnership between Portuguese and Spanish regions. At national level, it participated namely in a Cohesion Fund evaluation study concerning the 1993-2006 period in Portugal, and a study on the reform of the EU structural policies.

Pursuing the public interest effectively within the scope of municipalities, municipal companies and municipalities associations frequently requires specialised know-how, namely in support to public procurement procedures in the local government context (for example, in framework agreements for green space maintenance, or traffic signaling maintenance).
